3D Secure (3DS) is an extra security check at checkout, like a one-time code or an in-app approval, that confirms it's really you.
It's added by the merchant, not something you switch on yourself, so whether a payment uses it is up to them. If a 3DS step is causing trouble with a payment, check with the merchant.
